The RIPE NCC serves Europe, the Middle East and parts of Central Asia, and it is the registry most European IPv4 transfers run through. Transfers are recorded publicly, which is why a block's history can be checked before you buy it.
DCXV is a RIPE NCC member and brokers transfers in this region: matching the counterparty, preparing the registry paperwork, and holding funds in escrow until the transfer is recorded.

- The smallest transferable block is a /24.
- Address space cannot be transferred again within 24 months of being received.
- Both parties need to be RIPE NCC members or work through a sponsoring LIR.
- The RIPE NCC audits the documentation before recording the transfer.
- Inter-RIR transfers to and from ARIN and APNIC are permitted where the other registry's policy also allows it.
The transfer procedure
- Escrow is opened and the buyer wires the funds.
- Escrow confirms receipt and secures the funds.
- Buyer and seller sign the RIPE NCC transfer agreement, and the seller opens the transfer ticket.
- The RIPE NCC audits the documents and completes the transfer.
- Both parties confirm completion to escrow.
- Escrow releases the funds to the seller.
Questions and answers
- How long does a RIPE NCC transfer take?
Typically 5 to 14 business days once both parties have signed. Escrow can be opened within an hour of terms being agreed.
- Is there a holding period?
Yes. Space received through a transfer cannot be transferred again for 24 months.
- Can I transfer between RIPE and ARIN or APNIC?
Yes, where both registries' policies permit it. ARIN additionally requires the recipient to demonstrate need.
