Licensing on a DCXV server: what is included, what we sell, what is yours to bring
One page with a straight answer for every licensing question we get asked before an order - the operating system, RDS user access, and the control panel you install on top.
Who it is for
Someone comparing a quote to a competitor price
One listing quietly excludes the Windows licence and the other does not, and the two numbers are not actually comparable until you find that out.
A buyer who has been burned by a control panel before
A previous host either force-installed a panel nobody asked for or charged a surprise monthly fee for one, and this time the question gets asked upfront.
Someone still running VestaCP
It has worked for years, updates stopped a long time ago, and nobody has said out loud that this is now a liability rather than a convenience.
What is actually on offer, in one place
- Windows Server 2019, 2022 and 2025, Standard and Datacenter, EN or RU, included in the OS image at no extra charge
- One weekly backup included on every cloud and dedicated plan, licensing included or not
- RDS user CAL licences, sold in the configurator and installed by an engineer within three days
- The full operating system and appliance catalogue - 61 images across Linux, Windows, BSD and network appliances, detailed on the cloud server page
- Commercial control panels you license and install yourself: cPanel/WHM, Plesk, ISPmanager, DirectAdmin, FASTPANEL
- Free control panels on the same basis: HestiaCP, CyberPanel, aaPanel, CloudPanel, Webmin/Virtualmin, ISPConfig
Three general-purpose sizes, Windows and the backup already in the price
These are general cloud sizes, not tied to one application - see the cloud server page for the full configurator. Whichever size you pick, the Windows Server image and one weekly backup are already included, so nothing here adds a line item for the operating system.
What is and is not included
- RDS user CAL licences are sold separately in the configurator and installed by an engineer within three days - the same turnaround already used on the accounting server, remote office, 1C and BAS pages. A 180-day trial version is available at no cost if you want to test first.
- 1C, BAS and M.E.Doc application licences are not resold by DCXV and stay with you or your integrator - see the accounting server page for how that split works in practice.
- Control panels are entirely bring-your-own-install. We do not sell, resell or preinstall cPanel/WHM, Plesk, ISPmanager, DirectAdmin, FASTPANEL, HestiaCP, CyberPanel, aaPanel, CloudPanel, Webmin/Virtualmin or ISPConfig - license or download the one you want and install it yourself on a clean image, exactly as on any other VPS.
- Commercial panel licences are priced by the vendor, usually per server or per hosted account. Check the vendor current price before you order - a number printed here would be stale long before this page is next edited.
Choosing a control panel we do not sell
- Commercial panels: cPanel/WHM and Plesk are priced per server and scale with account count; ISPmanager, DirectAdmin and FASTPANEL are generally the cheaper commercial alternatives. All four are billed by the vendor, not by us, so check their current pricing pages rather than a figure printed here.
- Free panels: HestiaCP, CyberPanel, aaPanel, CloudPanel, Webmin/Virtualmin and ISPConfig cost nothing to license. You still own the update schedule and the exposure of running privileged, internet-facing software with root access.
- VestaCP is not offered here, and should not be run anywhere in 2026. It has had no meaningful maintenance since 2018, its installer was reported compromised in a credential-theft incident, it carries CVEs that have never been patched, and it breaks under PHP 8, which most current application stacks now require. If you are still on VestaCP, the maintained fork to move to is HestiaCP - same origin, same shape, actually updated.
- CyberPanel is free and actively used, but keep it current: CVE-2024-51567 was an unauthenticated remote code execution bug in CyberPanel, exploited in real ransomware campaigns. Update before you expose it, not after finding out the hard way.
Sorting licensing out yourself versus at DCXV
| Sorting it out yourself | At DCXV | |
|---|---|---|
| Windows Server licence | A separate SKU to track and pay for | Included in the OS image on every plan |
| RDS user CALs | Source them yourself and prove the count | Sold in the configurator, installed within three days |
| Whether VestaCP is safe to run | Not something a typical host tells you | Named as unmaintained, with a maintained alternative |
| 1C, BAS, M.E.Doc application licences | Yours to hold either way | Yours to hold, and never resold by us |
Getting licensed and running
Pick the OS image
Windows Server 2019, 2022 or 2025, or any image in the 61-strong catalogue. The operating system itself is already in the price.
Add RDS licences if you need them
Choose the RDS user count in the configurator. An engineer installs the licence within three days, and a 180-day trial is available if you want to test first.
Install your own control panel, if you want one
License or download cPanel, Plesk or any of the free alternatives yourself, on a clean image. We do not preinstall or resell any of them.
Keep the application licences you already hold
1C, BAS, M.E.Doc or anything else you bring stays yours - we sell the infrastructure underneath it, not the software running on it.

FAQ
- Is Windows Server included in the price?
Yes. Windows Server 2019, 2022 and 2025, Standard and Datacenter editions, in English or Russian, are part of the OS image at no extra charge on every cloud and dedicated plan. There is no separate line item for the operating system
- Do you sell RDS user CAL licences?
Yes. Choose the RDS user count in the configurator and an engineer installs the licence within three days. A 180-day trial version is available at no cost if you want to test first
- Do you sell or preinstall cPanel, Plesk or any other control panel?
No. Our live catalogue has zero control panel images - not cPanel, not Plesk, not HestiaCP, nothing. Every panel, commercial or free, is bring-your-own-install: license or download it yourself and put it on a clean image, the same as on any other VPS
- Can I bring my own control panel?
Yes, and that is the only way to get one here. Install cPanel/WHM, Plesk, ISPmanager, DirectAdmin or FASTPANEL if you hold a commercial licence, or HestiaCP, CyberPanel, aaPanel, CloudPanel, Webmin/Virtualmin or ISPConfig for free, on any image in the catalogue
- Why is VestaCP not offered?
It has had no meaningful maintenance since 2018, its installer was reported compromised in a credential-theft incident, it carries CVEs that have never been patched, and it breaks under PHP 8. Offering it in 2026 would mean handing out a server with a known-bad panel already on it. HestiaCP is the maintained fork and the usual migration target
- How long does an RDS licence take to install?
Three days from order, by an engineer, the same turnaround as the Windows Server licence itself. Cloud servers still deploy in minutes - the licence installation is the only part on a three-day clock
- Are 1C, BAS or M.E.Doc licences included?
No. Those application licences are not resold by DCXV and stay with you or your integrator. We sell the server, the operating system and the RDS access it runs on - the accounting software itself is a separate purchase
