Inter-RIR IPv4 transfers

Moving address space from one registry region to another, and what governs it.

An inter-RIR transfer moves address space from a holder registered with one registry to a recipient registered with another. RIPE NCC, ARIN and APNIC all permit it, in both directions, provided both registries approve.

The rule that governs the whole process is simple: the stricter of the two policies applies. If either end requires a needs assessment, you are doing a needs assessment.

What governs an inter-RIR transfer

  • Both registries must permit the transfer in that direction.

  • The recipient must qualify under their own registry's rules.
  • Holding periods are set by the registry the space moves to.
  • Expect the process to take longer than a transfer inside a single region.

When it is worth doing

Inter-RIR transfers exist because demand and supply are not evenly distributed. Space can be available in one region while buyers concentrate in another, and the price difference can be enough to justify the extra process.

It is also the route for an organisation consolidating address space into the region where it actually operates, which is a common reason quite apart from price.
