IPv4 transfers in the ARIN region

What ARIN requires that the other registries do not, and how long it takes.

ARIN covers the United States, Canada and parts of the Caribbean. It is the second largest source of transferred IPv4 space after RIPE NCC, and the one with the strictest recipient requirements.

The difference that catches buyers out is the needs assessment: ARIN expects a recipient to justify the address space they are asking for, which RIPE NCC does not. Budget time for it.

What ARIN requires

  • A needs assessment justifying the size of the block you are requesting.
  • Officer attestation from an authorised officer of the recipient organisation.
  • A Registration Services Agreement with ARIN.
  • A 12-month holding period before space received can be transferred again.
  • For inter-RIR transfers, the other registry must also permit the transfer.

The transfer procedure

  1. The recipient opens a request with ARIN and submits the needs assessment.
  2. ARIN reviews and pre-approves the recipient for a maximum block size.
  3. Escrow opens once buyer and seller agree terms.
  4. Both parties sign, and the source holder authorises the transfer with their registry.
  5. ARIN records the transfer.
  6. Escrow releases the funds.

Questions and answers

- Does ARIN require a needs test?

Yes. Unlike RIPE NCC, ARIN expects the recipient to justify the size of the block being requested, and pre-approves them for a maximum size before a transfer completes.

- How long does an ARIN transfer take?

Longer than a RIPE NCC transfer, mainly because of the needs assessment. Plan for several weeks rather than several days.

- Can I transfer ARIN space to the RIPE region?

Yes. Inter-RIR transfers between ARIN and RIPE NCC are permitted, subject to both registries approving.

- Is there a holding period?

Yes, 12 months before space received via transfer can be transferred again.
