Latin America and the Caribbean: what LACNIC requires, where NIC.br and NIC Mexico come in, and how blocks move to and from other regions.

LACNIC covers Latin America and the Caribbean. It is a smaller transfer market than RIPE NCC, ARIN or APNIC by record count, and a younger one: most blocks sold there come from ISPs consolidating space they no longer route.

Two national registries sit under it. A block held in Brazil is registered through NIC.br and one held in Mexico through NIC Mexico, so the paperwork runs through the national registry first and LACNIC second - the same shape as the national registries under APNIC.

What LACNIC requires

  • Both parties must be members of LACNIC, NIC.br or NIC Mexico, or work through one.
  • The recipient must justify the need for the space under LACNIC policy.
  • A one-year holding period applies before space received through a transfer can move again.
  • The smallest transferable block is a /24.
  • Inter-RIR transfers are permitted with registries that operate a compatible policy: RIPE NCC, ARIN and APNIC.

NIC.br and NIC Mexico

Brazilian and Mexican holders do not deal with LACNIC directly. Their space is registered through the national registry, which verifies the holder, processes the transfer request in Portuguese or Spanish and passes the record to LACNIC. A buyer outside Brazil or Mexico cannot join the national registry, so a block leaving either country moves to a direct LACNIC account or to another region.

Plan the timeline around the national registry's review: it is the step with the least published guidance and the one most often done in the local language.

The transfer procedure

  1. Identify the registry of record: LACNIC, NIC.br or NIC Mexico.
  2. The recipient confirms eligibility and prepares the needs justification.
  3. Escrow opens once buyer and seller agree terms.
  4. The source holder files the transfer with its registry; where a national registry is involved, it approves first.
  5. LACNIC records the transfer, coordinating with the other registry if it is inter-RIR.
  6. Escrow releases the funds.

Does LACNIC require a needs justification?

Yes. The recipient must show planned use of the space under LACNIC policy, as in the ARIN and APNIC regions and unlike RIPE NCC.

Is there a holding period on LACNIC transfers?

Yes, one year before space received through a transfer can be transferred again.

Can LACNIC space move to Europe?

Yes. Inter-RIR transfers between LACNIC and RIPE NCC are permitted where both registries approve, and the stricter of the two policies governs.

What changes when the block is Brazilian or Mexican?

The transfer is filed with NIC.br or NIC Mexico first, in the local language, and reaches LACNIC after the national registry has approved it.
